And we could only do it on the ACC's down year and our best season ever! What a lucky coincidence! (I am actually jealous. I wish we were in the ACC but oh well, we have to live with what we have. The Big Least :( )

I wouldn't say both have deplorable academics. Half of the BEast all-academic team is composed of Mountaineers. The WVU School of Mines is one of the top programs in the world for mining engineering too. But then again, I wouldn't go to any ACC school to study English either.
It usually depends on what you want to study as to what school you should choose. The population from which you derive your student body plays another part. In a poor state, like West Virginia, there aren't as many opportunities for kids to really prepare for college like there are for many of the students of schools like Wake Forest or Georgia Tech.
WVU graduates are even now working for NASA on cutting edge space technologies, just like some GT grads. I can't say anything about Louisville, having never gone there. But I figure they have a person or two they can mention too. A self-educated genius will thrive in any environment, no matter how bad it is. Who's to say that the reason for such a high academic standing at WF or GT isn't due to genius? That was a rhetorical question, but we'll leave that debate for another time.
Conference all-academic team is strictly GPA. It does not factor into the equation how tough the University was. If anything, it rewards the schools with lower caliber curriculum.
Louisiana is the poorest state in the nation, FWIW. There are parts of GA, SC, and NC that are just as backwoods as the worst parts of Appalachia... and I know, as I have been through B.F.E. areas in GA, SC, NC, TN, and WV. The SC low country is just as bad as the eastern TN mountains is just as bad as most of the "great void" as I call it between the Triangle and Wilmington... etc etc.
