Gentoo policy is to leave all upstream BETA releases masked. Here's how to install:

... assuming you're using x86 ...

# emerge --sync
# echo "net-www/netscape-flash" >> /etc/portage/package.unmask
# echo "net-www/netscape-flash ~x86" >> /etc/portage/package.keywords
# emerge --update netscape-flash

Swee. I saw it had been added as a hard mask/testing, and was gonna get it as soon as it was in the testing branch because I wasn't sure how to add a hard masked package and don't really have time to mess with it these days.
