If the Republicans had succeeded in removing Clinton from office after his impeachment, would Gore have stepped into the presidency?
If Gore ran as an incumbent in 2000, I think it likely that he wins.
So, one could say the Democrats, by protecting Clinton from the consequences of his perjury, helped elect Geo. W. Bush.

Also, if Gore is president on 9-11-2001, what do you think the response, if any, would have been? I think we would still be asking the UN to make them stop it. I think we would have had more attacks, but we also would not be in Afghanistan or Iraq. But the air would be cleaner, and the taxes higher. Gas would still be high. JMHO.

I think you're right on the Gore thing. Personally, I thought the country viewed him as weak as he cowered behind the Clintons, despite their fall from favor. A strong leader would have taken charge and risked what essentially would have been a coup.
As for the cleaner air? Maybe. But not by much. Bush was stupid to get rid of the regulations for power companies. However, the As in water levels were unobtanium, and would have meant alot of money spent by local communities, to explain why they can't do the impossible.
The EPA is a bloody mess. It's what happens when you get advocacy ahead of science. I was hoping Whitman would turn the organization around, but I'm not even sure she understood what's really wrong.

I think there is a rule that states if your predacessor is removed by impeachment, then you may finish out his term but not run for election. This came up around the impeachment time and has been several years, but that was the gist of the topic on NPR that morning.
